Abstract:

On January 26, 1973 notice was published in the FEDERAL REGISTER (38 FR 2421) of the approval of the Washington Plan and the adoption of subpart F of part 1952 containing the decision. In response to Federal standards changes, the State incorporated as part of the plan, a State standard amendment comparable to the Federal standards at 29 CFR 1910. 1450, Occupational Exposure to Hazardous Chemicals in Laboratories, published in the FEDERAL REGISTER January 31, 1990;29 CFR 1910.1043, Occupational Exposure to Cotton Dust, published December 13, 1985; 29 CFR 1910.55(c), Construction, Gases, Vapors, Fumes, Dust, and Mists, published June 20, 1986; 29 CFR 1910.145(f) and appendixes A and B, Accident Prevention Tags, published September 19, 1986. OSHA has determined that the differences between the State and Federal Amendments are minimal and substantially identical and therefore approves these amendments. The right to consider this approval is reserved should substantial objections be submitted to the Assistant Secretary. A copy of the standards supplement, along with the approved plan, may be inspected and copied at the following locations: Office of Regional Administrator, OSHA, 1111 Third Ave, Ste 715, Seattle, Washington 98101-3212; Dept. of Labor and Industries, General Administration Bldg, Olympia, Washington 98504; and the Office of State Programs, OSHA, Room N-3476, 200 Constitution Avenue, NW, Washington, D. C. 20210.The State''s Laboratory standard became effective on September 24, 1990. The Assistant Secretary finds that good cause exists for not publishing the supplement to the Washington State Plan as a proposed change and making the Regional Administrator''s approval effective upon publication because the standards are identical to the Federal standards and were adopted in accordance with the procedural requirements of State law. This decision is effective July 30, 1992.
