At 10:00 a.m. on February 16, 2019, Employee #1, employed by a plumbing contract or, was testing a water main moving water into a commercial building as part of the building's rehabilitation. He was tightening bolts on an end cap when the c ap blew off and struck his lower leg. Emergency services transported the employ ee to the hospital, where he was admitted and treated for a fractured leg.
