At 1:00 p.m. on September 12, 2018, Employee #1, employed by a construction comp any, was engaged in interior masonry work for a new one-story commercial buildin g, a multiemployer construction project. He placed concrete masonry unit (CMU) blocks on the deck of a scaffold in preparation for their later installation. A s he walked over to the ladder to descend the scaffold, he stepped on an unsecur ed overhanging plank, the plank moved, and he fell. Emergency services transpor ted the employee to the hospital, where he was admitted and treated for seven fr actured ribs, a fractured collarbone, a fractured nose, and various lacerations.
