29 CFR 1910.120(p)(1): The (safety and health) program was not designed to identify, evaluate and control safety and health hazards in their facilities for the purpose of employee protection, to provide for emergency responses meeting the requirements of 29 CFR 1910.120(p)(8) and to address as appropriate site analysis, engineering controls, maximum exposure limits, hazardous waste handling procedures and uses of new technologies: On, and before August 25, 2014, the employer's safety and health program did not provide hazardous waste handling procedures for employees working in the scrap yard with scrap munitions.
