29 CFR 1926.451(e)(1): Where scaffold platforms were more than 2 feet above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers or stairway-type ladders was not used for access: a) 1854 Nolan St, Philadelphia, PA - The employees were working off of a ladder jack scaffold platform, approximately 20 feet above the point of access, which did not have proper access for the employees to reach the working level of the scaffold. This hazard exposed the employees to a fall hazard. This condition was observed on July 17, 2014.
