29 CFR 1910.147(a)(2)(ii): Alternative measures were not developed, documented and utilized for the control of potentially hazardous energy when employees were engaged in activities covered by the exception of 1910.147(a)(2)(ii) for routine, repetitive, and integral processes such as lubrication, cleaning, or unjamming of machines or equipment and making adjustments or tool changes. (a)JBS USA, LLC @ 800 North 8th Ave., Greeley, CO 80631: On and before June 10th, 2014, the employer did not ensure that alternative measures were developed and/or utilized for the control of hazardous energy which provided effective protection when employees were engaged in activities covered by the exception of 1910.147(a)(2)(ii) for routine, repetitive, and integral to the operation during production shifts. As part of the preventive maintenance responsibilities, Alvey Maintenance Technicians were required to access areas underneath the inbound incline conveyor belts in order to carry out maintenance activities such as, but not limited to the following; conducting visual inspections of the conveyor belts, lubricating conveyor moving parts, and spraying oil on bearings. On June 10th, 2014, during the night shift, an Alvey Maintenance Technician accessed the danger zone associated with exposures to rotating parts involving area(s) underneath the lower inbound inclined conveyor belts #002- IB and #121-IB. This condition exposed employees to potentially hazardous energy in the form of rotating parts while conducting maintenance activities.
