29 CFR 1926.1431(h)(1): A trial lift with the unoccupied personnel platform loaded at least to the anticipated liftweight was not made from ground level, or any other location where employees had entered the platform, to each location at which the platform was to be hoisted and positioned. Where there was more than one location to be reached from the single set-up position, individual trial lifts for each location, or a single trial lift, in which the platform was moved sequentially to each location, must be performed was not preformed. Location: Jobsite Two employees were fatally injured while working from the personal platform of an Elliott 40142 Truck Mounted Crane where a trial lift of the loaded personnel platform had not been made from ground level prior to use.
