29 CFR 1926.451(e)(1): A means of access for scaffold platforms more than 2 feet (0.6 m) above or below a point of access, such as portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from another scaffold, structure, personnel hoist, or similar surface was not used. a) 840 - 842 Christian Street - Employees were not provided with a safe means of access and/or egress from the tubular welded frame scaffold platform, thus exposed to a fall hazard of approximately twelve (12) to twenty-six (26) feet. Employees were using the side frame of the scaffold to access and/or egress the working levels. Observed on or about September 05, 2013. Penn Stucco, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.451(e)(1) which was contained in OSHA inspection number 448073, citation number 1, item number 3 and was affirmed as a final order on 10/10/2012, with respect to a workplace located at 1824 Christian Street, Philadelphia, PA.
