29 CFR 1926.451(e)(1): A means of access for scaffold platforms more than 2 feet (0.6 m) above or below a point of access, such as portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from another scaffold, structure, personnel hoist, or similar surface is not used. a) The employer does not provide employees a safe means of access and/or egress to the tubular welded frame scaffold platform. This violation was most recently observed at Leverington Ave and Silverwood Street (The Cliff) on or about May 6, 2013, where three (3) employees were not provided with a safe means to access and/or egress the tubular welded frame scaffold exposing the employees to a fall hazard of up to approximately thirty-two (32) feet while stepping from the roof to the scaffold and while climbing the frame of the scaffold. To abate this ongoing violation, the employer must provide and require the use of a safe means of access and/or egress to the tubular welded frame scaffold platform. McGee Plastering and Stucco Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.451(e)(1), which was contained in OSHA inspection number 314231929, citation number 2, item number 3a and was affirmed as a final order on 02/09/2011, with respect to a workplace located at 211 Brown Street, Philadelphia, PA 19123. McGee Plastering and Stucco Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.451(e)(1), which was contained in OSHA inspection number 314230426, citation number 2, item number 1 and was affirmed as a final order on 01/25/2011, with respect to a workplace located at 224-234 George Street, Philadelphia, PA 19123.
