29 CFR 1926.451(c)(1): Supported scaffolds with a height to base width (including outrigger supports, if used) ratio of more than four to one (4:1) is not restrained from tipping by guying, tying, bracing, or equivalent means, as set forth in subparagraphs (i) - (iii) of this paragraph. a) The employer does not protect each employee on its tubular welded frame scaffold from tipping by guying, tying, bracing or equivalent means. This violation was most recently observed at Leverington Ave and Silverwood Street (The Cliff) on or about May 6, 2013, where three (3) employees were performing bricklaying operations from a tubular welded frame scaffold that was not restrained from tipping by installing guys, ties, and braces. Employees were working on the 5th level of a tubular welded frame scaffold approximately thirty-two (32) feet above ground level. To abate this ongoing violation, the employer must require the use of guying, tying, bracing, or equivalent means while employees are working at heights greater than a four to one (4:1) scaffold height to base ratio. McGee Plastering & Stucco Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.451(c)(1), which was contained in OSHA inspection number 314236092, citation number 1, item number 2 and was affirmed as a final order on 02/27/2012 , with respect to a workplace located at Broad & Catherine St, Philadelphia, PA 19151. McGee Plastering & Stucco Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.451(c)(1), which was contained in OSHA inspection number 314231929, citation number 1, item number 1 and was affirmed as a final order on 02/09/2011, with respect to a workplace located at 211 Brown Street, Philadelphia, PA 19123.
