29 CFR 1926.1419(j): The employer fails to establish, effectively communicate, and enforce work rules to ensure that any employee who becomes aware of a safety problem would alert the operator or signal person by giving the stop or emergency stop signal. At Entergy's Arkansas Nuclear One facility in Russellville, Arkansas, the employer allows employees to work in the crane path of travel and no one takes action to halt operations to protect exposed employees from struck by or crushing hazards. Pursuant to 29 CFR 1903.19, within ten (10) calendar days of the abatement date, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps it is taking to ensure that employees who become aware of a safety problem will alert the operator by giving the stop or emergency stop signal.
