29 CFR 1926.454(a): The employer did not have each employee who performed work on a scaffold be trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used, and to understand the procedures to control or minimize those hazards: a) Jobsite, 12th & Latona Streets: Employees were performing stucco operations from a tubular welded frame scaffold without being trained to recognize the hazards associated with this type of equipment or to understand the procedures to control or minimize those hazards. Employees were observed working from the scaffold without fall protection, on or about 3/13/13. b) Jobsite, 12th & Latona Streets: Employees were performing stucco operations from a tubular welded frame scaffold without being trained to recognize the hazards associated with this type of equipment or to understand the procedures to control or minimize those hazards. Employees were observed working from the scaffold without fall protection, on or about 4/9/13. McGee Plastering and Stucco Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.454(a), which was contained in OSHA inspection number 314231929, citation number 2, item number 3b and was affirmed as a final order on 02/09/2011 , with respect to a workplace located at 211 Brown Street, Philadelphia, PA 19123. McGee Plastering and Stucco Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.454(a), which was contained in OSHA inspection number 314230426, citation number 2, item number 4 and was affirmed as a final order on 01/25/2011, with respect to a workplace located at 224-234 George Street, Philadelphia, PA 19123.
