29 CFR 1926.451(c)(1): Supported scaffolds with a height to base width (including outrigger supports, if used) ratio of more than four to one (4:1) were not restrained from tipping by guying, tying, bracing, or equivalent means, as set forth in subparagraphs (i) - (iii) of this paragraph: a) Jobsite, 12th & Latona Streets: The tubular welded frame scaffold with a height to base ratio of more than four to one (4:1) was not restrained from tipping by guying, tying or bracing while employees were performing stucco operations on the 5th working level, observed on or about 3/13/13. b) Jobsite, 12th & Latona Streets: The tubular welded frame scaffold with a height to base ratio of more than four to one (4:1) was not restrained from tipping by guying, tying or bracing while employees were performing stucco operations from the 2nd, 4th and 6th working level, observed on or about 4/9/13. McGee Plastering & Stucco Inc. was previously cited for a violation of this occupational safety and health standard which was contained in OSHA inspection number 314236092, citation number 1, item number 2 and was affirmed as a final order on 02/27/2012 , with respect to a workplace located at Broad & Catherine St, Philadelphia, PA 19151.
