29 CFR 1926.1051(a): Stairway(s) or ladder(s) were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, or no ramp, runway, sloped embankment, or personnel hoist was provided: a) Jobsite, 12th & Latona Streets: Employees were using a wooden plank to access the front of the building with a break in elevation of approximately 56 inches from the bottom edge of the entrance to the ground level, observed on or about 3/13/13.
