Text For Citation: 01 Item/Group: 001 Hazard:
29 CFR 1910.147(c)(4)(i): Procedures shall be developed, documented and utilized for the control of potentially hazardous energy when employees are engaged in the activities covered by this section. (a) McFarland Timber Tract #C-030 Clarke County, Mississippi - On or about February 4, 2013, employee(s) bleeding air from the hydraulic transmission line at the hydraulic fluid filter of a 1998 Franklin Skidder, Model 170 PTM-31A-DLX, with the engine running, were exposed to being fatally crushed by the sudden achievement of prime and the skidder's forward movement because energy control procedures had not been developed and implemented to achieve full employee protection, i.e., preventing the machine from moving while the employee was working on it from the ground.
