29 CFR 1926.451(c)(2): Supported scaffold poles, legs, posts, frames, and uprights shall bear on base plates and mud sills or other adequate firm foundation. a) Jobsite: 1824 Christian St, Philadelphia, PA. - On or about 5/29/12, the supported tubular welded frame scaffold, was at risk of collapsing or shifting because the legs did not bear on base plates. Employees were performing masonry operations from the 3rd working platform, approximately 18 ft. above ground level
