29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds shall be fully planked or decked between the front uprights and the guardrail supports as follows: a) Jobsite: 1824 Christian St, Philadelphia, PA. - On or about 5/29/12, the working platforms on the supported tubular welded frame scaffold were missing planks. Employees were performing masonry operations from the 3rd working platform, approximately 18 ft. above ground level.
