North Carolina General Statute 95-129(1) of the Occupational Safety and Health Act of North Carolina: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to explosion hazards and chemical overexposure: a)scrap yard, an employee was operating a shear to cut into an unpurged and pressurized tanker containing an unknown gas, exposing employees to the hazard(s) of explosion and/or chemical exposure. Employees were overwhelmed with fumes determined to be chlorine gas causing respiratory distress. ONE FEASIBLE AND ACCEPTABLE MEANS OF ABATEMENT WOULD BE TO:Develop procedures to ensure that all containers (compressed gas cylinders, tankers, air conditioners, etc.) received for recycling have been purged and depressurized prior to cutting. A written verification should be required.ion
