Text For Citation: 01 Item/Group: 001 Hazard: STRUCK BY
Section 5 (a) (1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to being struck by vehicles during snowplowing operations. a) Worksite- employees walking across the bus yard between the office and their bus or private vehicles are in danger of being struck by snowplow vehicle; on or about 01/26/11. ABATEMENT NOTES: Among other methods, one feasible and acceptable method to reduce this hazard is: Follow company Snow Removal safety memos issued 11/23/10 which include: a. Develop a location specific storm plan b. If possible, plan to use a plowing pattern to minimize backing c. Develop a system to alert all employees to the presence of a snow plow; signs or flags, person at the gate as vehicles enter the yard, a radio message to vehicles already on the road, use of traffic cones, cordon off a specific area, and if safe, use of a backing assistant d. Communicate the plan; meet with staff, review the location storm plan, ensure person/technician has been properly trained in safe plowing techniques, ensure a personal and work task risk assessment has been completed and reviewed before plowing begins. In addition to abatement certification, the employer is required to submit abatement documentation for this item in accordance with 29 CFR 1903.19.ce
