North Carolina General Statute 95-129(1) of the Occupational Safety and Health Act of North Carolina: The employer did not furnish each of his employees conditions of employment and a place of employment free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to burn hazards: a)facility, feather hydrolyzer - two employees were burned when steam and hot water were inadvertently released from the six- inch blow -out line, that was left open during the last clean-out. Among other methods, one feasible and acceptable abatement method to correct this hazard is to develop and implement procedures: 1) Ensure that when clean-out is completed that all valves and gates are closed. 2) Ensure that before the system is re-pressurized during start-ups that all valves and gates are closed.
