Text For Citation: 01 Item/Group: 001 Hazard: FALLING
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall hazards and/or scaffold collapse while using the two scissors lifts to lift a load of seven metal roof panels, 3 ft. X 51 ft., approximately twenty feet to the roof above: (a) Jobsite, Gates Hill Road, Summerhill, PA: On or about February 7, 2008, two scissor lifts were being used to lift the seven metal roof panels 3 ft. X 51 ft. onto the roof of the building. The two scissors lifts being used were identified as a 750 pound capacity electric JLG lift, model #CM2546 and a JLG 1500 pound capacity diesel lift, Model #350MS. JLG Sizzor lifts are not intended to be used to lift material other than supplies which personnel in the platform require to do their job. Supplies or tools which extended outside the platform are prohibited. Among other methods, one feasible and acceptable means of abatement to correct this hazard is to comply with Section 7 of the American National Standard for Self-Propelled Elevating Work Platforms, ANSI A92.6- 1996 and with the lift owner's manuals.
