Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were likely to cause death or serious physical harm to employees in that an employee was exposed hazards associated with not being properly maintained: (a)Nabors Drilling USA, LP & Rig # 907, Parachute, CO 81635: On or before October 4, 2007 the controlling employer did not ensure employees were performing daily inspections of the Caterpillar 930G front-end loader or wheel loader. The front-end loader was not properly maintained, in that the hydralic system was bleeding off pressure. This condition exposed a subcontractor welding employee to a struck-by hazard. Abatement Note: Among other methods, one feasible and acceptable abatement method can be found in the Caterpillar Operation and Maintenance Manual, Operation Section, pg 49, Daily Inspections: "For maximum service life of the machine, make a thorough daily inspection before you operate the machine. Inspect the machine for leaks. Remove any debris from the engine compartment and the undercarriage. Ensure all guards, covers, and caps are secured. Inspect all hoses and belts for damage. Inspect all lights and mirrors for damage. Make the needed repairs before you operate the machine. Perform the following procedures on a daily basis: 1.Operation and Maintenance Manual, "Back-up Alarm-Test" 2.Operation and Maintenance Manual, "Cooling System Level-Check" 3.Operation and Maintenance Manual, "Differential and Final Drive Oil Check Level-Check" 4.Operation and Maintenance Manual, "Engine Oil Level-Check" 5.Operation and Maintenance Manual, "Fuel System Primary Filter (Water Seperator)-Drain" 6.Operation and Maintenance Manual, "Hydraulic System Oil Level-Check" 7.Operation and Maintenance Manual, "Seat Belt-Inspect" 8.Operation and Maintenance Manual, "Tire Inflation" 9.Operation and Maintenance Manual, "Transmission Oil Level-Check" 10.Operation and Maintenance Manual, "Windows-Clean" Abatement Note: Abatement certification and documentation is required for this item (See enclosed "Sample Abatement-Certification Letter").-Certification
