Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees engaged in careless acts while working upon oil or gas well drilling rigs: On or about May 19, 2008 and times prior to, at Pioneer Drilling Rig #22, an employee climbed onto a drilling pipe as it was being raised and was exposed to a fall of approximately 15 feet. Among other methods, one feasible and acceptable abatement method to correct this hazard would be to ensure employees do not engage in horseplay and careless acts, as specified in the American Petroleum Institute Recommended Practice for Occupational Safety for Oil and Gas Well Drilling and Servicing Operations, API Recommended Practice 54, Third Edition, August 1999, Section 6.1.4, "General Operations. Horseplay and careless acts shall not be permitted."
