Text For Citation: 01 Item/Group: 001 Hazard: UNAPOPPROC
Labor and Employment Article, Section 5-104(a): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees: (a)Date of Violation:12/20/05 Location:Left Shoulder of the Outer Loop of Beltway 695 just before Exit 33 Equipment:GMC 1999 C Series Boom Truck, #895-9193, License-MD #23R780, with Boom LRV-55, Serial #0999CV0212 Condition:Specific procedures were not in place for employees to follow when the boom will not move and all alternate attempts have failed. Among other methods, one feasible and acceptable abatement method to correct this hazard is to assure that the employer has a written procedure for the employees to follow when the boom will not move. Those procedures should state that the outriggers should never be moved for any reason while the boom is elevated and/or there is an employee in the boom's basket; and when all attempts have failed, nothing else should be done and the home office shall be called immediately. Abatement documentation (photographs, receipts, copies of programs, training certification, etc.) is required for this item.
