Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employmnent and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to struck by, crushing hazards, and / or caught between hazards due to a lack of training for operators of the Company's Wheel Loaders: a.) Electralloy Corporation, Oil City, PA - Company employees operated Caterpillar brand 938F, 938G, and 938G Series II Wheel Loaders inside the facility and outside in the facility yard. The Company employees were not provided with or trained in the contents of the Wheel Loader's Operators Manuals. FEASIBLE ABATEMENT METHODS: Among other methods, feasible and acceptable methods to correct the condition include: 1) Utilizing the information in the Operation and Maintenance Manuals for the Wheel Loaders, develop a training program for operators of the Wheel Loaders. 2) Provide potential Wheel Loader operators with training on the information contained in the Operation and Maintenance Manuals prior to assigning them the job of operating the equipment.
