Text For Citation: 01 Item/Group: 001 Hazard: BURNS
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees, including: An employee installing two Aaladin hot water pressure cleaners at Eagle Point Farms was exposed to burns from fire and explosion hazards and did not did not ensure the gas pressure leading to the units measured 11 inches (6.36 Oz.) of water column pressure prior to installing the units and attempting to light the pilot light for the units with a lighter. The employer had not developed clear procedures to ensure the employees verified the maximum inlet gas pressure prior to installing and lighting the units. Among other methods, one feasible and acceptable abatement methods to correct this hazard is: 1.Ensure that propane gas fired machines operate on 11 inches (6.36 oz) water column pressure and that a gas regulator of sufficient size to allow for pressure drop from the tank to the machine is installed on the LP tank. Check the 11 inch water column at the valve. Ensure the maximum inlet gas pressure is = PSI (14 inches water column or 8.09 oz per square inch) for LP gas machines. 2.Develop a clear procedure that requires employees installing units to use a calibrated measuring device to verify the gas pressure entering the hot water pressure cleaners is appropriate for the unit prior to installation and lighting. 3.Require by contract the host facility to install systems meeting the specifications of the hot water pressure cleaners being installed and provide evidence that the systems meet the specifications for the unit prior to installation and lighting. 4.Hire a professional contractor to verify the systems that will be used to provide Butane or Propane to the hot water pressure cleaners meet the system specifications for the particular unit prior to installation and lighting.
