Text For Citation: 01 Item/Group: 001 Hazard: ELECTRIC
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: Hazards of an electrical explosion on or about August 31, 2004 at the Baxter sub- station where the Cooper Systems Voltage Regulator manual #S 225-10-4C was not consulted or followed, and the company safety procedures regarding regulator removal were not followed in that the regulator was not neutralized prior to operating the integral switch that closed the regulator bypass switch and opened the load and source regulator switch. Among other methods, one feasible and acceptable abatement method to correct this hazard is to ensure crews working in substations with voltage regulators follow the established manufacturer's manual and procedures.r's
