Text For Citation: 01 Item/Group: 001 Hazard: EXPLOSION
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of explosion when cutting into unpurged flammable compressed cylinders: a)Recycling Center - Steel Yard - Liebherr Model # 942 Excavator Employee was operating an excavator with a shear attachment cutting into an unpurged 100 pound propane compressed gas cylinder, exposing the employee to the hazard of explosion, on or about 01/15/04. ONE FEASIBLE AND ACCEPTABLE METHOD OF ABATEMENT WOULD BE TO: 1. Follow the Handbook of Compressed Gases of the Compressed Gas Association, Inc. Chapter 4, Disposition of Cylinder Content, Section 4.6 which states that, "Purging can be accomplished with the use of inert gases, steam, or by filling the cylinder with water".
