Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of being struck by steam and fragments should the dryer cans fail: a)Paper Machine #1, Paper Machine #2, and Pilot Lab, On or about 6/28/02: No inspections of the dryer cans were performed. Among other methods, feasible and acceptable abatement methods to correct these hazards are to: 1.Implement a pressure vessel program in accordance with TAPPI, 2001, TIP 040216. This program shall consist of a detailed internal and external visual inspection conducted by experienced personnel, magnetic particle testing and inspection of dryer heads conducted by certified personnel, and Ultrasonic thickness testing performed by certified personnel. 2.Inspect dryer cans as per Factory Mutual loss prevention manual 12- 25, Paper Machine Dryer Rolls.
