Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a struck-by or collapse hazard: At this well workover site, the employer failed to maintain anchor lines (wire ropes) and hoisting chains (matting boards) from excess corrosion and pitting and to remove these equipment prior to work. Among other methods, one feasible and acceptable abatement method to correct this hazard is to establish and enforce safe practices as addressed in API's RP 54, Recommended Practice for Occupational Safety for Oil and Gas Well Drilling and Servicing Operations (3rd Ed.,August 1999).
