Text For Citation: 01 Item/Group: 001 Hazard: CRUSHING
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of being crushed while boarding and/or disembarking to/from tugboats onto dredge pipes. a) Absecon Inlet - Employees (deck hands) were subject to being crushed by tugboat(s) while boarding and/or disembarking the vessel(s) to set/change navigational lighting on dredge pipes in tow. On or about 12/2/96. Among other methods, feasible and acceptable abatement methods to correct the hazard are to: 1. Change the position of the light stanchions on the dredge pipes so they are accessible to employees working at the bow of the tugboat(s). This could be accomplished by welding/resetting the light stanchions on either side (or edge) of the pontoon tanks on the pipeline(s). 2. Develop and implement a policy prohibiting deck hands from going onto pontoon tanks and back to the vessels in more than a one to two foot "chop" since swells move both the boat(s) and the pontoon tanks. 3. Install a second cleat - possibly a rounded piece of rebar or a T-shaped bar - in the middle of the pontoon tanks to help the deck hand(s) maintain a grip. Employees should be involved in the design and installation of such a device. 4. Develop and implement a policy concerning the manner in which tugboat(s) approach dredge pipes when navigational lights are to be set or changed, also the manner in which the coupling/uncoupling of dredge pipes is necessary.
