Text For Citation: 01 Item/Group: 001 Hazard: LIFTING
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: Employee(s) were exposed to the hazards of being entrapped against structures by, struck by or becoming entangled by, the movement of containers or lifting devices of the container handling system in that: a) Chains are attached to packing bar mechanisms which are not controlled by a sustained manual pressure control during the raising, dumping, and lowering of refuse containers, b) Training was not done on all aspects of the safe operations of the mechanical container handling systems in use, c) Measures were not taken to monitor employees' operation and use of equipment at customer sites and to ensure adherence to safety practices. AMONG OTHER METHODS, FEASIBLE AND ACCEPTABLE ABATEMENT METHODS TO CORRECT THESE HAZARDS ARE: 1) Comply with the requirements of ANSI Z245.1-1984, American National Standard for Refuse Collecting and Compacting Equipment-Safety Requirements, -1992, Mobile Refuse Collection and Compaction Equipment-Safety Requirements, and - 1999, Mobile Wastes and Recyclable Materials Collection, Transportation, and Compaction Equipment Safety Requirements, as it is applicable to the respective refuse collection and container handling systems equipment in use by the company. 2) Comply with the requirements of ANSI Z245.3-1977(R1990), Safety Requirements for the Stability of Refuse Bins, and ANSI Z245.30-1994, Waste Containers-Safety Requirements, as it is applicable to the respective waste containers in use at customer sites of the company.
