Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of an explosion of the tank semi-trailer: Repairs were made to the Scully System when there was a hazard of flammable vapors inside the tank in violation of the National Fire Protection Associations Standard, NFPA 385, Section 6-1.9 and Electrical wires were joined using a shrink wrap connection heated by a propane torch in the presence of a flammable atmosphere without the tank being made safe in an approve manner in violation of the National Fire Protection Associations Standard, NFPA 385, Section 6-1.10. "AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THIS HAZARD IS TO VENTILATE THE TANK SEMI- TRAILER FOR SUCH DURATION AS TO ELIMINATE THE FLAMMABLE ATMOSPHERE WITHIN THE CARGO TANK."
