Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of unstable loads: SHIPPING DOCK AREA: BEFORE CASES OF GLASS WERE REMOVED FROM A TRAILER (SHIPPING CONTAINER) THE BRACING HOLDING THEM IN PLACE WAS REMOVED. AS EACH CASE WAS REMOVED, ADJACENT CASES WERE UNSUPPORTED AND UNSTABLE. AMONG OTHER METHODS, ONE FESIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THE HAZARD IS TO: 1. INSPECT THE LOAD PRIOR TO UNLOADING TO ENSURE ALL CASES OF GLASS ARE INDIVIDUALLY NAILED TO BRACING 2. REMOVE BLOCKING OR BRACING ONLY AFTER ALL CASES HAVE BEEN SUPPORTED BY TEMPORARY BRACING AND ONLY REMOVE TEMPORARY BRACING FOR EACH CASE AFTER IT HAS BEEN SECURED BY MATERIAL HANDLING EQUIPMENT.
