29 CFR 1926.451(f)(7): Scaffolds were not erected, moved, dismantled, or altered, by trained and experienced employees under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration:; Such activities were not performed only by experienced and trained employees selected for such work by the competent person. Location: a) Supported scaffold on the north side of the building: On or about September 20, 2022, employees installed a winch hoist, for material hoisting, on the top tier platform of the scaffold. Subsequently, the employees removed two planks from the scaffold platform underneath the hoist, to provide an opening to hoist material. The employees that installed the hoist and removed the planks were not trained in scaffold erection, moving, dismantling or alteration. There was no competent person to supervise and direct employees in scaffold alteration.
