29 CFR 1926.20(b)(2):The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s) (a) 2MG Water Store Tank 18/ Pleasant View Drive & Antelope Place, Castle Rock, CO. On or about August 8, 2022, and at times prior, the employer, Wagner Construction, Inc., exposed employees and subcontractor employees to safety hazards by not initiating and maintaining programs which would provide for effective frequent and regular inspections of the jobsite and its changing conditions. The employer, did not ensure an inspection made by a competent person was conducted prior to allowing sub-contracted employees to drive semi-truck vehicles, hauling class 6 rock, up a steep grade on soft, unstable terrain. The vehicles directed up the steep grade were assisted by a CAT 950K Wheel Loader, which exposed employees to crushing and struck-by hazards.
