29 CFR 1910.147(c)(6)(i)(C): Where lockout is used for energy control, the periodic inspection did not include a review, between the inspector and each authorized employee, of that employee's responsibilities under the energy control procedure being inspected: (a) Upper Packing Room - The employer required authorized employees to use lockout for energy control on the Line 1 and Line 2 loader and packaging machinery, and the periodic inspection of the machine-specific procedures for this machinery did not include a review between the inspector and each authorized Line 1 and Line 2 employee, who set up the loader and packaging machinery, of these authorized employees' responsibilities under the energy control procedure inspected, as evidenced by the fact that these employees did not lockout/tagout all energy sources identified in the machine-specific procedures, exposing the employees to hazards, including, but not limited to getting caught in or struck by moving machine parts, on or about February 21, 2020. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and state employees and their representatives were informed of this abatement.
