29 CFR 1910.147(c)(4)(ii): The procedures shall clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, the following: 29 CFR 1910.147(c)(4)(ii)(B): Specific procedural steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy; a. On or about February 6, 2020, located in the Bindery Department, the employer did not list the rules and techniques on energy control procedures pertaining to thermal hazards for XtraCoat UV Roller Coater printing press, model number XCF 29-1-3A, serial number CON-1615 that was associated with performing service and maintenance tasks. There were no specific procedural steps for the safe shutdown and isolation of the thermal energy to protect the employees from the UV light heat, thereby exposing employees to burn hazards.
