29 CFR 1910.147(c)(7)(i): Training and Communication. The employer shall provide training to ensure that the purpose and function of the energy control program are understood by employees and that the knowledge and skills required for the safe application, usage, and removal of the energy controls are acquired by employees. The training shall include the following: 29 CFR 1910.147(c)(7)(i)(A): Each authorized employee shall receive training in the recognition of applicable hazardous energy sources, the type and magnitude of the energy available in the workplace, and the methods and means necessary for energy isolation and control. a. On or about October 15, 2019, the employer failed to assure that authorized employee training addressed mechanical stored energy associated with jig cart set-up activities for Weld department Tunnel Line 1 employees. Employees performed this activity on a daily basis as authorized employees and had not received training in mechanical stored energy sources, such as the stored mechanical energy exposure when jig cart suspension occurred due to positioning pin misalignment during the activity. On October 7, 2019, an employee suffered a partial finger amputation related to the performance of the jig cart set-up task on Tunnel Line 1 at station 10.
