29 CFR 1910.212(a)(3)(iii): Special hand tools for placing and removing material(s) was not provided to permit easy handling of material without the operator placing a hand in the danger zone: On or about June 11, 2019, and times prior thereto, employees cleaned the aluminum can baler conveyor by removing the guards and reaching in between belt and rollers to remove cans while the machine was still energized and operating. The employer did not provide tools or alternative methods to remove the cans and protect employees from caught-in and amputation hazards when the guards were removed.
