29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on low-slope roofs with unprotected sides and edges 6 feet or more above lower levels, was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system. Or, on roofs 50-feet (15.25 m) or less in width, each employee was not protected by use of a monitoring system. On or about 4/30/2019, on the roof of building 640 at Robins AFB, GA: Employees engaged in roofing activities on a low-slope roof were exposed to fall hazard up to 40 feet to ground level. The employer failed to ensure all employees engaged in roofing activities on low-slope roofs were completely protected from any fall hazard, including but not limited to: a) The parapet area at the front of the building where employees were observed working measured at about 37 inches at the top rail. b) The parapet area on the right side of the roof facing the front measured at approximately 37 inches high and as low as 12 inches at the top rail. c). The ladder positioned at the rear area of the building and used by the employees to access and egress the roof did not have safe access from the ladder to the work area without being exposed to a fall hazard at about 20 feet to the lower building roof area. d) The warning lines used by the employer did not cover all areas of the roof exposing employees to a fall hazard from 20 to 40 feet to the lower levels.
