Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that: a) Employees were exposed to the hazards of fire and deflagration that could result from the use of ferrous metal tools around potentially hazardous pyrotechnic compositions; i.e., two wooden handles tools with ferrous metal tips were available for use in the M25 Blend Annex. Among other methods, one feasible and acceptable method of correcting this hazard would be to provide only non-ferrous tools and prohibit the use of ferrous metal tools through a program of frequent inspection with rigid enforcement.
