Text For Citation: 01 Item/Group: 001 Hazard:
29 CFR 1910.147(d): The established procedure for the application of energy control (the lockout or tagout procedures) did not cover the actions listed in and was not done in sequence as required by 29 CFR 1910.147(d)(1)-(6): a) On or about September 8, 2018, the employer did not ensure that employees utilized energy control procedures on the Carrot Peeler machine while conducting sanitation procedures. The winder was not isolated from the electrical energy source prior to engaging in these activities. Employees were exposed to hazards from the rotating peeler drums and other moving parts while all hazardous energy sources were not controlled prior to conducting sanitation work. As a result, the remaining applicable energy control elements, involving machine isolation [1910.147(d)(3)], lock-out/tag-out device application [1910.147(d)(4)], dissipation of residual energy [1910.147(d)(5)], and verification of isolation [1910.147(d)(6)], are not implemented to protect employees from machine sanitizing hazards such as, but not limited to, scraping and scrubbing hardened food residue from inside the machine.
