29 CFR 1910.30(a)(1): The employer did not provide training for each employee who used personal fall protection systems or who was required to be trained as specified elsewhere in this subpart: (a)Midwest Railcar Repair, Inc. at 25965 482nd Avenue, Brandon SD, 57005: On and at times prior to October, 30 2017, the employer did not ensure each employee working at elevations over four feet was trained to recognize the hazards of working at elevation and trained in the use of fall protection systems. Employees engaged in working on top of rail cars in the blasting area were using body belts as a part of a fall protection system. The condition exposed employees to a fall hazard of approximately 15 feet. Abatement Note: The employer must train each employee in at least the following topics: a)The nature of the fall hazards in the work area and how to recognize them; b)The procedures to be followed to minimize those hazards; c)The correct procedures for installing, inspecting, operating, maintaining, and disassembling the personal fall protection systems that the employee uses; and d) The correct use of personal fall protection systems and equipment specified in paragraph (a)(1) of the is section including, but not limited to, proper hook-up, anchoring and tie-off techniques, and methods of equipment inspection and storage, as specified by the manufacturer.
