29 CFR 1918.97(e)(2): When working on a barge, scow, raft, lighter, log boom, or carfloat alongside a ship, a U.S. Coast Guard approved 30-inch life-ring, with no less than 90 feet of line was not provided either on the floating unit itself or aboard the ship in the immediate vicinity of each floating unit being worked: a) Deck barge at the Scrapping Station: On October 7, 2017 and at times prior thereto, the employer did not ensure at least 90-feet of line was attached to the life ring available on the vessel while conducting the barge scrapping related activities which exposed employees to drowning and other hazards associated extended times in the water.
