29 CFR 1910.147(c)(4)(ii)(B): The energy control procedure did not clearly and specifically address procedural steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy: a) Department 1103, 1 Second Street, Kreamer, PA - The lock-out/tag-out procedure for the Weinig Powermat 1000 (Company Name A1-514) did not address the need to de-energize the residual kinetic energy of the machine's rotating cutting heads when employees cleared jams thereby exposing employees to caught-in and struck by-hazards that could result in an amputation, on or about August 18, 2017. In accordance with 1903.19, abatement certification is required for this violation.
