Text For Citation: 01 Item/Group: 001A Hazard:
29 CFR 1910.147(c)(4)(ii): Procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29 CFR 1910.147(c)(4)(ii)(A), (c)(4)(ii)(B), (c)(4)(ii)(C) and (c)(4)(ii)(D): a) 928 Springdale Rd., Exton, PA 19341, Brandt 1860 edge banding machine - The lockout procedures developed by the employer to protect employees engaged in maintenance/service activities were not specific in that they did not include the following: 1) Steps to shutdown, isolate, block and secure machines to control hazardous energy; 2) Steps for the placement of lockout devices; and 3) Steps for testing to verify the effectiveness of the lockout device. The employer thereby exposed employees to caught-in-between, struck by, contact with electrical, and burn hazards. This condition was observed on July 20, 2017.
