Text For Citation: 01 Item/Group: 001 Hazard:
29 CFR 1926.502(d)(16)(iii): Personal fall arrest systems, when stopping a fall, were not rigged such that an employee could not free fall more than 6 feet (1.8 m) nor contact any lower level: (a) On or about April 19, 2017, the employer did not ensure employees were safe while installing vertical shear paneling in a third floor apartment balcony, which did not have horizontal surfaces on which to work. An employee used a personal fall arrest system that was installed inside the apartment area, but did not adjust the length of the rope through the rope grab before he climbed into the balcony space. He lost his balance and fell onto the joists of the second floor balcony, a fall of at least10.5 feet, and did not engage the fall arrest system.
