29 CFR 1910.1000(e): Feasible administrative or engineering controls were not determined and implemented to achieve compliance with the limits prescribed in 29 CFR 1910.1000(a) through (d): (a) On or around March 28, 2017, a Blender adding various ingredients to Blending Cell Two (2) to make Mocha flavoring was exposed to Total Dust at a concentration of 18.50 mg/m3 during a 483 minute sampling period. This exposure was approximately 1.23 times the permissible exposure limit (PEL) of 15 mg/m3. Existing control measures, including administrative and engineering controls, were not adequate to limit the exposure of employees to Total Dust to or below the PEL. (b) On or around March 28, 2017, a Blender adding various ingredients to Blending Cell Six (6) in the Stage 1 room to make Wildberry flavoring was exposed to Total Dust at an 8-hour time weighted average of 42.51 mg/m3 , approximately 2.83 times the permissible exposure limit (PEL) of 15 mg/m3. Exposure calculations included a zero increment for the 11 minutes not sampled. Existing control measures, including administrative and engineering controls, were not adequate to limit the exposure of employees to Total Dust to or below the PEL.
