29 CFR 1917.112(a)(1): Vehicle curbs, bull rails, or other effective barriers installed before October 3, 1983, were not at least 6 inches in height at the waterside edges of aprons and bulkheads: A) Apron area around east side of slip, on or about September 7, 2016, wooden curbing along the edge of the apron was less than six (6) inches high and sections of the curbing was damaged, exposing employees to a hazard of driving vehicles off of the apron into the water and drowning.
